About the Project

Cement and concrete production collectively contribute roughly 7-8% of global greenhouse gas emissions, driven not only by energy-related emissions from the fossil fuels burned to sustain the high-temperature heat required, but also by process emissions from the chemical transformation of limestone into clinker. The decarbonization of cement and concrete industries goes beyond adopting new technologies; it requires a holistic transformation of entire production processes.

Through this project, UNIDO brings together government, industries, and financial stakeholders to develop practical decarbonization strategies and solutions to enable Thailand to reach its net-zero goals and pave way for greener growth in the sector. The project is an important part of delivering UNIDO’s work on the Industrial Deep Decarbonization Initiative (IDDI) that works with national governments to create a market for low-carbon industrial products

Component 01 - Policy

Net Zero policy frameworks and strategies

The project will provide support to the government in strengthening the policy framework that aims to decarbonize the cement and concrete sectors including enhancing guidance on global best practices on strengthening policy and regulatory framework.

Expected outcome

Policy and institutional ecosystem enhanced with a stronger commitment and greater investment towards decarbonization of cement and concrete sectors

Component 02 - Innovation

Innovation Acceleration Programme

The project will foster public-private cooperation on research and innovation in industrial decarbonization with the involvement of academia to encourage local innovative solutions and also partnerships with international technology suppliers.

Expected outcome

Promote and drive national innovation challenge encouraging local entrepreneurs to promote and demonstrate their solutions and offer a match-making platform linking industries and financing options

Component 03 - Investment

Investment and Commercialization of innovative decarbonization technologies

The results and learnings from Component 2 will be utilized for the technology demonstration projects. The project will review existing technologies and practices relevant to the industry, produce a feasibility analysis/detailed project report for industrial firms.

Preparation of investment projects for decarbonization of cement and concrete sectors through low-carbon technological solutions

Component 04 - Standard

Standard and Practices

Recommendations developed for Green public procurement policies and inclusion of key sectors for GHG reduction. The project aims to promote and accelerate a new market for low-carbon cement and concrete leveraging the purchasing power of government in the public construction projects. The government-driven initiative with conducive policies and commitments would then create an enabling environment for industries to opt for low-carbon technologies to produce low-carbon products.

Expected outcome

Support adoption of harmonized standards for GHG emissions and green public procurement targets developed for reducing carbon emissions and making cement and concrete sectors resilient

Component 05 - Partnership

Cooperation and Experience Sharing

The project will conduct capacity-building and skills training activities for government agencies and industry stakeholders. This initiative aims to ensure that at least 40% of the participants benefiting from the training and skill development are women. The primary objective is to enhance the knowledge and skills of government personnel and MSMEs in areas such as energy-efficient and low-carbon technologies, resource-efficient and cleaner production practices, and the application of circular economy principles in cement and concrete manufacturing.
